Abstract: Can cities use projected property tax revenue in underdeveloped areas to stimulate business dynamism and alleviate poverty? Using the staggered rollout of Tax Increment Financing (TIF) legislation, we find that allowing municipalities to earmark future incremental property tax revenue for economic development increases the annual net entry rate of small firms. The policy reduces the state-level poverty headcounts and lowers SNAP enrollment among individuals without a college degree, suggesting a reduction in federal subsidy spending. However, TIF also raises borrowing costs and reduces public service provision, implying a spillover cost of $49,000 to $637,000 per additional firm created.
